An Impactful Journey of Diplomacy: Interview with Ambassador of Iraq H.E. Safia Taleb Al Souhail

History is conditioned by impactful people who through their aspirations and visions find in themselves the wisdom and strength to transform the life of the world for the better. Ambassador Safia Taleb Al Souhail should be regarded as an outstanding diplomat who cares in her inner self pride and sense of privilege to represent her own country in the family of the world. As we look into H.E. Al Souhail’s life journey, we then understand that the more she has humbled herself in the service of the people the more she has been elevated as a remarkable leader. Meeting and having a profound discussion with Ambassador Al Souhail certainly inspired me immensely. Her words and tenure have been educational and enlightening. The world is in dire need of great and genuine diplomats like Ambassador Safia Taleb Al Souhail.

The leaders of Saudi Arabia and Iraq found common ground in reconciling ties and deepening cooperation. Can you discuss the achievements of the past and the challenges you hope to face during your service?

It is truly remarkable to see an active phase of diplomatic and political work that improve relations between Iraq and Saudi Arabia. We have achieved accomplishments in multiple areas, including economic partnerships, cultural exchanges, and security cooperation. These achievements highlight our shared interests and reflect our joint commitment to stability and prosperity in the region.

In terms of challenges, we face the same challenges that test diplomacy in general. Thus, the region faces serious humanitarian and security challenges, including the painful situation in the Gaza Strip, the consequences of genocide, and the impact of the crisis on regional stability. These circumstances highlight the importance of continued diplomatic bilateral and multilateral efforts and cooperation among countries such as Iraq, Saudi Arabia, the Arab League, Organisation of Islamic Cooperation (OIC), United Nations (UN) agencies, and the UN Security Council. Our collaborative actions and mutual understanding are crucial in navigating these complex challenges and working towards a peaceful and prosperous future of the global community.

What would you consider as the main contribution of the Saudi-Iraqi Coordination Council?

Established in 2017, the Saudi-Iraqi Coordination Council has played a significant role in strengthening relations between Saudi Arabia and Iraq, including effectively promoting dialogue and comprehensive cooperation in various sectors, such as strengthening economic ties. The Council was actively involved in identifying and creating new trade and investment opportunities, promoting economic growth and diversification by means of projects and agreements in energy, transport and agriculture.

The role of the Saudi-Iraqi Coordination Council in improving political and diplomatic relations should not be diminished. The Council has thus provided a platform for regular high-level discussions leading to mutual understanding on issues of stability and security in the region. In addition, the Saudi-Iraqi Coordination Council has made progress in promoting cultural and educational exchanges, which have played a critical role in building bridges between Saudis and Iraqis, thereby strengthening mutual respect and understanding of our rich cultural heritage.

Other than oil, what do you consider Saudi Arabia’s asset in achieving Vision 2030? How do you think Iraq can contribute to Vision 2030?

Saudi Vision 2030 is an ambitious and comprehensive plan that transcends reliance on oil, focusing on diversification and sustainable development. The key assets in this context include the Kingdom’s strategic geographical location, making it a crucial hub for trade and logistics by connecting three continents. Furthermore, the Kingdom’s significant investments in technology, renewable energy, and tourism are transforming its economic landscape. Last but not least, the rich cultural heritage of Saudi Arabia and upcoming tourism projects offer immense potential in the tourism sector.

Regarding Iraq’s role in supporting Saudi Vision 2030, there are several areas where mutually beneficial cooperation can occur. First, Iraq (is a cradle of civilizations), with its rich culture, history, and (geostrategic) location, can be a valuable partner in trade, cultural, and tourism exchange initiatives, enhancing regional economic and tourism circles. Further, in the area of renewable energy, Iraq’s (diverse) energy potential could complement Saudi Arabia’s efforts, leading to joint projects or knowledge-sharing initiatives. In addition, Iraq’s growing market and reconstruction projects offer opportunities for Saudi companies in construction, infrastructure, and various service sectors. I would summarize by stating that strengthening bilateral trade and investment relations, underpinned by common interests and goals of regional stability, will support Saudi Arabia in achieving Vision 2030 goals and contribute to economic development and stability in Iraq.

You became the first female Iraqi ambassador to Saudi Arabia, thus making history. How do you feel about being the first? What motivates you in this position and what are the challenges?

I feel a deep sense of pride and humility to be the first Iraqi, Arab, and Muslim female ambassador to the Kingdom of Saudi Arabia. This appointment is an exceptional achievement for Arab diplomacy, reflecting Iraq’s progress towards inclusivity and equality in diplomacy and the leadership’s confidence in women’s diplomacy. I view this appointment as a unique opportunity to contribute to a dynamic diplomatic landscape, and I am committed to advancing our shared interests by paving the path for greater cooperation in all areas.

After seven months of my new post in the Kingdom, my experience has been very positive. I am immensely grateful for the strong support I have received in my diplomatic efforts. As for the challenges, I did not encounter any thus far. The cooperation from the Saudi (leadership), (the) Ministry of Foreign Affairs and the Saudi-Iraqi Coordination Council, led by His Excellency Majid Al Qasabi, the Saudi Minister of Commerce, is highly appreciated and respected.

I would also like to state that the progress of the Kingdom of Saudi Arabia in empowering women in diplomacy is also commendable and a source of pride. The appointment of more than seven Saudi women ambassadors and their successful representation reflects the Kingdom’s respect, support and approval for the role of women in diplomacy and public life. This supportive environment motivates me to work hard in the Diplomatic Quarter and beyond, where I have the honor of representing my country, Iraq. This gives me significant impetus to further strengthen the relations between our two fraternal countries and peoples.
